Swiggett studied at the Chouinard Institute of Fine Art, Los Angeles (1930-31), earned a Bachelor of Arts from San Diego State College (1934) and his Masters of Arts from University of Southern California (1939).  He exhibited at the Los Angeles County Museum of Art (1935-1941), Golden Gate Exposition, San Francisco (1939), Seattle Art Museum (1941), San Diego Fine Art Society (1937-39), San Francisco Museum of Art (1936, 1938) et al.  The artist taught drawing and painting at the University of Southern California, Washington State College and California State University, San Diego.
